Washington, D.C.—Today, Congressman Barry Moore (AL-02) released a statement after voting in favor of H.R. 8771, the 2025 State and Foreign Operations Appropriations bill. This bill prioritizes programs that protect national security, safeguard global economic interests, support allies and partners, and promote democracy and freedom abroad.
"This legislation puts America first and ensures we will continue to be a world leader for freedom, prosperity and peace," said Moore. "House Republicans are doing more with less by cutting $7.6 billion from last year's enacted spending levels while continuing to stand firm with our allies against worldwide threats."
The 2025 State and Foreign Operations Appropriations Act:
- Cuts $7.6 billion (11%) below the Fiscal Year 2024 enacted level and $12.26 billion (19%) below the President’s Budget Request.
- Eliminates funding for the United Nations’ regular budget, resulting in savings of $761.6 million.
- Prohibits funds for other controversial organizations and programs such as UNFPA, the World Health Organization, and the Gender Equity and Equality Action Fund.
- Cuts 36 accounts in the bill to either at or below FY19 levels or eliminates them entirely.
- Terminates more than 18 programs including the Organization for Economic Cooperation and Development (OECD), the UN Educational, Scientific and Cultural Organization (UNESCO), UN Women, the UN Montreal Protocol, the UN Environment Fund, and the World Economic Forum.
- Prohibits funding for Special Envoys, Special Representatives, Special Coordinators, and Special Advisors unless such positions are expressly authorized or have been expressly approved by the Senate.
- Prohibits funds for the Green Climate Fund, Clean Technology Fund, and Loss and Damages Fund.
- Prohibits funding for programs that encourage or facilitate irresponsible migration towards the U.S.-Mexico border.
- Prioritizes funding and policies to combat the flow of fentanyl and other illicit drugs into the United States.
- Maintains all long-standing pro-life protections.
- Includes $3.3 billion in Foreign Military Financing for Israel to defend itself against terrorist attacks.
- Prohibits funding for the International Criminal Court, International Court of Justice, United Nations Relief Works Agency (UNRWA), and the United Nations Commission of Inquiry against Israel.
