Congressman Barry Moore (R-Ala.) has voted in support of the Lower Health Care Premiums for All Americans Act, a bill intended to address issues stemming from the Affordable Care Act and reduce health care costs for families across the country.

“All Americans deserve a health care system that puts patients first and offers more choices for affordable, quality care,” said Congressman Moore. “The Affordable Care Act has failed to deliver on its promises, causing costs to skyrocket, limiting options, and weakening quality of care while becoming a magnet for fraud. House Republicans’ plan restores integrity to our health care system with commonsense solutions to lower premiums, expand access, increase transparency, and protect small businesses while ensuring no taxpayer money funds abortions. I am proud to support this plan that will deliver real relief for American families.”

The legislation aims to lower premiums through cost-sharing reduction payments and by stabilizing the individual insurance market. According to supporters, these measures are expected to decrease premium costs by 11% and reduce out-of-pocket expenses such as deductibles and copays.

The act also requires pharmacy benefit managers to provide detailed reporting on drug spending and pricing decisions. This is intended to give employers and employees better insight into prescription drug costs.

For small businesses and independent workers, the bill expands Association Health Plans by allowing them to join together across industries for access to more affordable insurance options. The legislation seeks to restore policies previously implemented during the Trump administration but later rescinded under President Biden.

Employee choice is another focus of the act. It codifies a rule from 2019 that lets employees use tax-free employer dollars toward purchasing their preferred health plans.

Additionally, the bill clarifies regulations regarding reinsurance and stop-loss insurance so that small businesses can continue offering flexible health coverage options.

The act maintains the Hyde Amendment provisions, which prohibit federal funding for abortion services.

Barry Moore has served as a member of Congress representing Alabama’s 2nd district since 2021. Before his tenure in Congress, he was part of the Alabama House of Representatives from 2010 until 2018. He was born in Coffee County in 1966 and currently lives in Enterprise. Moore earned his Bachelor of Science degree from Auburn University in 1992.
